Another Unified Response to Governor Patrick is NOW Planned The Massachusetts Municipal Police Coalition will once again be joining forces with the coalition of unified police groups in protesting Governor Deval Patrick and his anti-public safety policies. The MMPC has agreed with the other unified groups who believe we need to keep up our opposition of Governor Patrick. On September 7, 2010 WBZ will host the first televised debate of the 2010 Governor's race. The event will be held at the WBZ studio located at 1170 Soldiers Field Road, Boston at 7:00pm. The hour long debate will be hosted by WBZ personality Jon Keller. Officers are requested to participate and continue the success we had at Fenway Park and on Castle Island. It is suggested that officers arrive at 5:00pm. Parking is available at 400 Western Avenue, located around the corner from the studio. The group will then march to the debate. This high profile debate is an opportunity that we cannot afford to miss. Governor Patrick and his supporters need to understand that we are not going away. We need to be serious about our issues. The MMPC expects this event to be another huge success.

Massachusetts Municipal Police Coalition endorses Tim Cahill for Governor  The Massachusetts Municipal Police Coalition is proud to announce the endorsement of Treasurer Tim Cahill as the next Governor of Massachusetts. The membership of the MMPC had recently voted unanimously to endorse Treasurer Tim Cahill for Governor of Massachusetts. On July 15, 2010 representatives of the MMPC met with Treasurer Cahill and formally endorsed his campaign.
Standing before the Medford Veteran's Memorial, MMPC President Harold MacGilvray stated, "the Massachusetts Municipal Police Coalition is proud to announce the endorsement of Treasurer Tim Cahill as the next Governor of Massachusetts. His committment to Law Enforcement will allow our officers the appropriate assets and capabilities to ensure the continued protection of our state." Treasurer Cahill, speaking to our members and the public-at-large, responded to the endorsement saying, "I am honored to receive the endorsement of the Massachusetts Municipal Police Coalition. The men and women of law enforcement risk their own lives every single day for the safety of others. As Governor, I will return the strong committment that they show to us, the people of Massachusetts, ensuring that they possess the resources necessary to protect the Commonwealth." MEDFORD WINS QUINN ARBITRATION!

Backround Last July 1st the City of Medford cut Patrolman's and Supervisors Quinn payments due to the State's cuts in the budget. The MPPA put the City on notice that this was not legal one week prior to the cut. The City made the cut and the Union immediatley filed a grievance. The Chief of Police passed the grievance on to City Hall due to a conflict (the Chief recieves Quinn) and five days later the Union filed for Arbitration. Union Counsel and MMPC Counsel Alan McDonald and associate Atty Olinda Marshall prepared for three days of hearings and then prepared the briefs. Arbitrator Lawrence T. Holden Jr. found in favor of the Union on all counts. - The grievance is substantively arbitrable.
- The City violated the collective bargaining agreement with respect to the educational incentive payments made by it to bargaining unit officers on or after July 1, 2009.
- The City shall pay the full Quinn Bill benefits to its qualifying police officers for fiscal year 2010 (July 1, 2009 through June 30, 2010) and for the remaining fiscal years covered by the current collective bargaining agreement and must make such police officers who have received less than 100% of their Quinn Bill benefits whole.
- The arbitrator shall retain jurisdiction for 90 days from the date of this award for the purposes of resolving any disputes arising over the implementation of the remedy ordered herein.
This decision would not have been possible without the work and commitment from Alan McDonald, Olinda Marshall and the entire staff of McDonald, LaMond and Canzoneri. Attached is the decision. The Medford Police Patrolman's Association and the Medford Police Superior Officer's Association wish to acknowledge and thank the MMPC for its expertise and support during the fight. It is a big win and one we hope reaches across the Commonwealth for all police officers. Less than 24 hours after the decision the City of Medford agreed to reinstate full Quinn payments by June 30th. Below is the decision.

MMPC Looks to Expand in 2010

The MMPC Board of Directors voted unanimously to change the MMPC By-Laws allowing all Massachusetts Municipal and Campus Police unions to join the MMPC beginning in January 2010. Any Union interested in joining the MMPC should download a membership application and mail it to: MMPC P.O. MMPC Honors Representative Chris Fallon

The Massachusetts Municipal Police Coalition honored Massachusetts State Representative Christopher Fallon with the MMPC Appreciation Award at the October 15th Board of Directors meeting held at the Winchester Elks. Representative Fallon was presented with a plaque and a MMPC Commemorative Badge to mark the occasion. Representative Fallon has been on the side of Massachusetts Police Officers for many years. He was a strong and solid voice on our behalf during both the Flagger and Quinn Bill battles at the State House. Representative Fallon stated that although the last year has been difficult, he looks forward to continuing his fight on behalf of all Massachusetts Police Officers.

Watertown Police Association Pickets the Governor

There was another successful picket of Governor Patrick on Saturday at Donahue's Pub in Watertown. The Governor was planning a breakfast with his supporters. He was greeted by over fifty police officers from the Watertown Police Association and other MMPC communities. The message was clear. The officers and their families were holding signs proclaiming the Governor is Anti-Labor and Anti-Public Safety. He clearly is becoming more and more irritated by these events. Congratulations to Charlie Dupuis and the members of the Watertown Police Association! Stay tuned, there will be more events planned in the near future with something big coming this summer.
